The issue of state responsibility lies at the heart of human rights law. In this seminar, led by Stuart Casey-Maslen, Honorary Professor at the University of Pretoria, the basic rules of state responsibility as identified by the International Law Commission in its 2001 Draft Articles will be presented, and followed by a discussion of the areas of controversy and contention they have sparked.
